This has been my growing belief as well as of late. With 3 bids in the DC area, though understandable since there are 3 different jurisdictions (MD, DC, VA) there, does somewhat make it seem like there is a disproportionate amount of focus on that region.
Hopefully Chicago gets some kind of consolation prize, like a beefed up Midwestern HQ or something around those lines...
