It seems as though the roadway will run normally in two ways on most days, although the roadway will look SIGNIFICANTLY altered judging by the nature of this project. Meaning less defined curbs that slant into the sidewalks, perhaps room for trees. I wouldn't be surprised if on street parking is removed from this roadway, though I really don't know. It seems that you have a few good questions that we won't fully know until the project begins and ends/we find more info somewhere.
