By your figures Ottawa gets about 5% more sunshine hours per year. It also gets more days of sunshine 304 vs 289.
Ottawa also has a higher % Sun, which is the usual percentage of daylight hours with bright sunshine. Here Ottawa edges Vancouver 45-41%
