The LRT is not an impedement to traffic. That is the point of the LRT. Transition 104 Avenue and City Parkway from being car-oriented to transit/cycling/pedestrian-oriented and prioritized.

There's also been talk about putting the downtown section of the LRT in a tunnel. Until they start building the thing we can't be sure where it will be - only that with the way it's being planned it'll be an impediment to every other form of transportation.
