I frequently pass through waterfront and help people out all the time. I find it's not the red or green that confuses most people having trouble, rather, it's the fact that the light indicating the gate is OK to pass through is on the right hand side. My guess is that they are still unaccustomed to the right hand nature of things here versus say India, Australia or the UK where you drive on the left.
