maybe I am wrong, but "before the tower is topped off" would be complicated because particularly the high rise elevator shafts and stairs would still be open at the top, which would cause all sorts of pressurization and weathering issues. City code officials certainly wouldn't be very enthusiastic about that either. But I could see the lower portions of the building being able to open while interior build-out still has a ways to go on the condo floors if the enclosure is pretty much set.
