So the condos will be on top, right? Might this opening refer to just the hotel? It's possible the building will be topped out and enclosed but unfinished in the higher floors. That's essentially happened right now with Optima Signature (AKA Optima II), which has the lower units available for rent while the upper floors are still under construction.
