Because, despite it being in suburbia and many would think built for cars, the street is simply shoddy for everything and good for nothing. The garages are too small to fit a car in, and since every single house has a driveway there's virtually no room to park on the street. Since most families will have two cars, it means the only solution is to jam both their vehicles onto the too-small driveway.
