Well that makes sense, I'm too cheap to pay for WSJ, so I have no idea what 12 metros the article is referencing.

From my very non scientific observation, of the cities I've spent quite a bit of time in over the last 12 months, outside of NYC (which is on a totally different level of development), I felt DC and Seattle both had about the same amount of cranes as Chicago. SF and LA had noticeably less, though LA is tricky because of the different nodes.
I haven't been to Toronto in a couple years, but have heard they have as much development as NYC currently does, which is insane to think about for a city of it's size.
