Along those lines, there are existing fan bases in both Quebec and Hamilton and they'd both be successful in their own right. But these are not exactly growth areas for the League. I'm really not sure having teams in those cities would change the fortunes of the NHL at all. To wit - there is no interest in expanding to those markets.

Wouldn't it reduce the amount of "equalization" the owners have to pay to prop up the sad sack teams?
