hehe, I'd say it's down to how modernist dogma has ruled the urban planning for 80+ years here except in in the older inner cities where the backlash against urban renewal still makes it very hard to get anything done. I.e. sparse enclaves along highways and subways plus a inner city with a what is functionally a pretty hard height limit. So where there's a market pressure for building tall they've not been allowed. What's changed is the metro has grown bigger and slowly densification of the suburban areas plus new rail infra plus high pressure on the residential market means there's now more places where the market says building tall makes sense - and the City says Please do. Kista is one such place.
