Why 10 years? Why not 2 years, or 4 years, or 12 years? What about a 10-year span makes you think that people who are poor, elderly, or disabled won't be in need of that housing in 10 years? There isn't a lot of income mobility out of the bottom income quintile so your "plan" seems poorly thought out.
