If I had a billion to throw at the problem, it would all go towards a focused campaign to crush the NRA and institute common-sense gun control measures. Or, hell, repeal the 2nd Amendment. A billion is a
colossal amount of money in political-spending terms, it would equal NRA's entire budget for four whole years.
Maybe throw 5% of that billion at civilian-driven programs like CeaseFire which aim to stop gun violence while ignoring drug dealing and other nonviolent crime. It's ultimately a stopgap but it does seem to work in the short term...
