Well, San Fran just moved 480's problem over to Route 101, where they built the $1 billion Presidio parkway.
Portland closed highway 99, but opened up a much larger I-5 opposite it on the river AND I405 through downtown.
Park East in Milwaukee was almost unused, because it was never actually built. The road they replaced it with was on mostly empty land and BETTER than the freeway.
