^ Sounds like 100% PR spin.
Although I will say that it's a small miracle that there haven't been any attempts at demolishing buildings to create surface lots nearby since the Hydro tower was built. For what it's worth I don't even find parking to be that much more difficult in the vicinity of the Hydro tower compared to before... it went up a few bucks for sure, but the same can be said for any where downtown.
