it is really light.
It does happen, especially in Tokyo and Osaka, but after a tag is made it is usually cleaned up within days. (and considering the sizes of Tokyo and Osaka, it is a very small problem).
The vandalism in Vancouver hits you in the face after being in Japan for so long.
I will never understand how people can have so little respect for the communities and private property.
The nicest thing in Japan (in contrast to Europe) is how clean the rail ROW are. Very little garbage, very little tags. I was actually very dissapointed in Europe about this. After hearing how great their train system was for years on end, it felt like such a shame that all you see from the trains is vandlism (and inside the trains in areas as well).
Grafitti art can be great and add texture to a community, but tagging and grafitti vandalism is a serious blight on urban spaces.
