Well,
the existing building on site is fairly prominent, and will need vacating, and the planning system in London is notoriously slow and difficult for tall buildings, due to NIMBYs and conservative heritage groups etc. Added to which, they'll probably wait until the next property cycle when economic conditions are better. Looking at how previous skyscrapers have fared in terms of planning and construction (most of which faced considerable delays and setbacks), it wouldn't surprise me at all if 1 Undershaft isn't finished until 2025 - or even later.
