I saw that. Here is the article and quote:

K4 chief executive Jeffery Kozero said the trail would be a welcome addition to the mixed-use project that his company plans near the river, which would include residential units, shops, and restaurants. The company will soon begin seeking permits for the project, aiming to break ground as soon as June, Kozero said. http://www.philly.com/philly/news/201509...it_needs_to_build_a_S__Phila__trail.html
It was dropped in at the end of the article, an easy one to miss. The article doesn't specify where exactly the acquired land for the trail is located but the Sheetmetal union building is located just south of Washington Ave.

As I said in the One Water Street thread, to be successful, the project must be dense, have a retail component, and be set right on the street (i.e., not set back behind a long driveway, parking lot, or gate). It will be tall order in this location. Whereas the northern and central parts of Delaware Ave is sort of a blank slate, the southern end, loaded with big box retail, is extremely car oriented.
