^ Yeah, I've noticed the constant fights over billboards at the Board of Adjustment.
Funny thing is you go to a big city, particularly any A-level global city, and the CBD is typically festooned with billboards in some areas... and those tend to be desirable places for hotel guests, for apartment/condo residents, etc. I've enjoyed staying in hotels by Times Square where you can look down and see the bustle below. And a good set of blackout curtains completely eliminates any unwanted light when it's time to go to sleep. But somehow Winnipeg is different...
