It comes down to cost
The viewpoint retail upgrade is still under construction, they've been making good progress on opening up the old sprint store to have windows facing the courtyard on 6th. Also it looks like they may be expanding the new retail space in the courtyard to be two floors because the steel framing for the pillars look two floors tall. The Macaroon bakery is also under construction between the 7th sales and WoB. I heard a Bantu was originally going into the old Sprint store, but now the renders someone snapped look like it could be a small organic grocer. If there are already tenants lined up for Starbucks and 7th Sales I'm not sure how we would know. It would be nice if they could attract a real bakery and not just one specializing in macaroons.
I think it is filling up similar speed to the Skyhouse next door. Skyhouse is down to 1 small space left. Also the Ace Hardware is almost done with the exterior build-out. They are close to putting in the wood paneling and new signage.
