No, the RC in effect today requires a green roof for water quality treatment. The owner wants to amend the RC to provide water quality through a sedimentation-filtration pond. According to the applicant's letter, when the city changed its flood plain model in 2012, it screwed up the green roof irrigation system, so the owner is seeking permission to provide a sedimentation-filtration pond.
