Bigtime can probably give us the details, but I believe the city wanted it by the Peace Bridge, but the Sunnyside CA or someone asked that it be moved down a block for some reason or another. By that point the City was probably tired of dealing with Peace Bridge backlash and just wanted to get shit done.
