It's true as far as the main commercial brands go. I once visited a tea plantation in Assam and watched the activity on the sorting floor (literally, the cement floor). It was explained to me that the finest teas went to Austria, Germany, and Italy; the next grade went to the UK and Ireland. After that came Canada. What was sent to the USA was described as "the sweepings from the floor". Since the women doing the sorting had with them any number of infants not wearing diapers, I have never since looked at tea in quite the same way. And I refuse to drink it when I'm in the States!
