Makes me wonder if this would be a rental or condo building? Also Nyguy made a good point that the affordable housing could be off-site. An affordable apartment on the 90th floor could make other tall residential buildings difficult (aka expensive).

Anyway I'm thinking of other ways that this street could become even more "pedestrian friendly'. There's a whole stretch of dead space on 41st between 11-12th and one has to sprint to cross the street where cars diverge to the Lincoln Tunnel. Constant traffic 24/7 and this a favorite spot for tour buses to park.

Hopefully this doesn't detract would-be tenants.
