"LOS ANGELES — The two concrete nubs, dotted with rusted sticks of rebar, that protrude from the elevated rail tracks near Aviation Boulevard are reminders of the unfulfilled promise that came nearly 25 years ago with the restart of a rail system here.

They were the start of what were supposed to be extensions of the Green Line to Los Angeles International Airport, two and a half miles away. Instead they are remnants of the political turf wars and planning mistakes that have left the city with a rail system that, among other shortcomings, does not directly connect with the country’s third-busiest airport.

To do so, passengers must exit the rail line, drag their luggage down to street level, board a shuttle bus and ride through the traffic-choked loop to one of the airport’s nine terminals..."
