Using the general Midtown or Downtown umbrellas, I'd say V-Hi is a Midtown neighborhood and P-Hi is a downtown one (although both are very close to DeKalb). They have their own flavor, but I don't consider Midtown to be a neighborhood on the same level as them, moreso a larger area. People look at me oddly when I say that O4W and Inman Park are downtown neighborhoods, but they seem to think "downtown" is only the capitol building or Peachtree Center.
