Housing Authority of the City of Austin (HACA) may not be directly owned by the city, but it is closely linked to the city's public housing policies and operates as a surrogate agency to carry out those policies. The highrise next to the Four Seasons has served a special needs population since it was built in 1968. I can't imagine forcing people out of that building in order to build more luxury housing downtown. I think it just bothers some people that a few of the poor and disabled in our community are able to have a home with a view. In my opinion, they got there first when nobody thought building luxury highrises downtown was even on the horizon.
