The Ottawa stadium is pretty good when you take into account the realities of that market. The CFL has gone bust there twice in the last two decades, and that has no doubt taken a real toll on the size of the potential fanbase. I wouldn't expect to see a brand new 30,000 seat stadium there, as nice as that would be. A new and attractive southside grandstand plus a renovated north stand seem pretty reasonable to me under the circumstances, and the location is tough to beat.

The difference with Hamilton is that I think most peoples' expectations were higher given that it is a well-established CFL market. THF is not bad, but it's the kind of thing you might expect to see get built in a new market with no CFL history whatsoever as opposed to one of the league's oldest markets.
