The report is about the impact of Vancouver's retail scene. The COV doesn't care if Oakridge causes damage to Metrotown,Richmond centre, it only cares about the impacts on Vancouver retail. That said the owners of the mall and the leasing agents will care about the impact those other malls have on Oakridge but that would be an internal report.
