It would rise directly north of Extell's One Hudson Yards (shown above). It will be the NW corner of the so called "4 corners" towers.

It could, depending on design. Gary Barnett once proposed a 980 ft hotel there.

The thing about 3 Hudson is that it is mixed use. Though all of the towers will have some connection to the new station, 3 Hudson and 1 Hudson Yards by Extell are directly situated above the station, which is why construction is pending work there. Barnett has said his foundation is partially built due to the station, I'm not sure about this one.
But they are keeping options open...

The base could be designed as either trading or retail, Mirante said, with residential added at the top of the tower should an anchor office tenant not object. Asking rents for the base will start in the $80s per foot and rise from there. “The whole building could be office or mixed use,” said Mirante. “We really have a clean slate, which is really exciting and will allow us to go after the monster tenants.”

This is already a beast, but I wouldn't mind if they could work out an extra hundred feet or so here.
