World Class doesn't own the property outright just yet; and they don't have the man-power, nor the capital (despite the name), to complete a project of that magnitude. They had teamed up with a 'real' development outfit, but tried to reneg the agreement at the last second...the big-boys called Natin's bluff and now they're sitting there without a project, and a 'hard-money' note on the land that matures in less than 2-yrs.
