Looking at the lower windows, that seems unlikely to me - I would expect far less colored glass on the first floor windows if it had been the target of rocks. From Google Maps it looks like there is this type of screen even on the non-street-facing gable. They look like screens for ventilation - I can't tell if there are doors behind them, or windows. Perhaps if it was a halfway house those screens are meant to keep restricted residents inside.
