I think they could take care of some of the less expensive/ easier crossings first... 66th st could be changed to an underpass pretty easily and that signal at 85th (?) st could be removed and the traffic routed to the 82nd st interchange... either 124 or 127 could be turned into an underpass and the other one developed into a full interchange, so the only really major interchanges required would be 124/127 and 149
