Agree that the shorter building could use a few more storeys.
The treatment of the courtyard at the base of the tower doesn't look well resolved. There doesn't look to be any design relationship between the short buildings across the courtyard and the tower.
I also don't see any awnings on the short buildings - even though they are "under" the bridge, you'd still need some weather protection (as is the case on Granville Island).
I actually prefer clusters of short lattice clad buildings between the ramps than the curtain wall clad buildings - which may come off as being quite "generic". The only interesting thing about them is the angles (and maybe some fritting - or is the checkboard comprised of spandrel panels?), and you may not see the angularity at street level.
