But these are one-off shows with only a handful - literally 5 at most - of international acts that can get these crowds. And I doubt the numbers would be as high if there were more than one show of this scale per year.

I read an article where the manager of the ACC in TO said that the vast majority of big music acts are limited to 20,000 - 23,000 in ticket sales no matter who it is - and they'd rather a sell-out at 23,000 than always extra seats at 30,000. Another reason that the Garrison grounds is a more appropriate place for permanent concert infrastructure rather than the Common.
