Yes. I was referring to (and I think Ayreonaut was referring to) a spat between an Ottawa area MP and Rex Murphy, where the MP said something like "Newfoundland should do what Ontario does and stop relying on the coast guard", and Rex responded with "Ontario doesn't have a coast" and "Ontario doesn't need the coast guard".
Ontario has not only a salt water coast in the north, but in the Great Lakes to the south, the Canadian coast guard has a sizable presence, though in Superior we rely on the American coast guard. They're the ones who do the ice breaking in Thunder Bay harbour in March to start our shipping season.
