Apparently, it was supposed to be 38 storeys (and the same colour as TD Tower and the former IBM Tower (701).
Original plans were for it to be occupied by a new BC Tel headquarters, but they decided to build the Boot instead. The tower was shortened became the Stock Exchange Tower for many years and the light colour is because of the outcry over the dark colour of TD Tower and IBM Tower (the Four Seasons was also supposed to be dark too, but it was also changed).
