Well, something must still be done about the muck from the Cuyahoga River dredging, so new land will be created no matter what. I think that is already a part of the city's budget, so making the new port probably wouldn't cost as much as many would think.

It was also the subject of discussion in recent city council meetings, so I'm still remaining pretty optimistic about this plan.
