I think before we start filling the trains with bulky luggage racks an approach of educating these people who insist on taking up tons of space. The idea of the large open area is for bikes AND luggage, otherwise there is reasonable space under the seats. Remember, in January they're paying extra to get to and from the airport, maybe this is why they have add fare? a sort-of fare for luggage?
