Niagara Falls, NY and Buffalo, NY both actually use the same transit system (NFTA). Using Google Transit and inputting directions from "niagara falls ny" to "buffalo ny" it shows a suggested route using NFTA's Route 40 Grand Island route, straight into downtown Buffalo. Obviously you'd need to tweak further from there, but that does show that NFTA serves Niagara Falls and Buffalo seamlessly.
