probably focused around skytrain station areas, multiple city centers with retail, entertainment, office, shopping and highrise condos. when the city hits 3 million, there should be around 2000 apartments in the area. considering toronto having a similar area but only with 1500ish apartments, and only 2.5m ppl living within the area.
