You could but it would be extremely expensive as it would end up under sealevel, and the support colums needed to hold up double decked loaded trains and the highrises would need to be monstrous. Possibly negating the whole thing as you might not end up with much net gain, especially once you include the exhaust system that would be needed for the underground level.
