Well, don't be too upset. The article is about them moving the installations up 3 months, right? Good for them for waking up to the idea.
I think earlier is better as well. I suspect with the economy slower, they thought they might need it.
As for the other point of view, maybe they were concerned about vandalism to the facades? I hate to say that, but it crossed my mind reading the article.
Either way, I'm still glad they moved it up. And I agree, Canada Day would have been fine as well
