the time is still there to negotiate a deal with the football team and develop a long term tenant. besides, isn't China communist anyways? can't the government just tell the teams they HAVE to use these facilities?

Doesn't work that way here anymore. The football teams are not entities of the government, therefore the government can't tell them where they have to play. Obviously, the government COULD reduce the rent on the stadium so that it becomes more attractive to the team - making some money on the stadium would have to be better than making NO money on it.
