Canada Line - planned decades before the Olympic bid, in fact there was even a plan to build it in 1994 but it was canceled by the NDP
Convention centre - planned long before the Olympic bid
Olympic Oval - definitely a cost
Sea-to-Sky Highway - some may say it's a cost, i would only add the extra costs needed to build it in time for 2010
Operating Costs - that's entirely covered by sponsors, ticketing, merchandising, etc. The only thing not covered is the Torch Relay and Opening/Closing Ceremonies.
SEFC - we're not in the hole yet, still two more years to determine that.
