If you mean the restarant on the west side of the convention centre then yes it has, and it's not far from completion.

If you mean the restaurant on the edged of Harbour Green Park next to the grand staircase, which I think is the one you are talking about, then no, the seaplane trailers are still there, they will not be able to start construction till after the seaplane terminal moves into it's new home.
