For those of us who have lived or spent significant amounts of time in other cities, it is true. Winnipeg is more resistant to change than any other community....likely due to the fact that the city hasn't seen any influx of people from more 'progressive' jurisdictions who can import new ideas and even though the city has lost economic status to places such as Calgary/Edmonton over the past 30 years, there really hasn't been an economic calamity that would force people to accept changes more readily.
BTW, regarding the rental housing crisis in this city and rent controls. I'm not picking sides on the benefits or disadvantages of controls but for those cheerleading their removal and how it would solve problems, think again. Alberta added nothing in their recent boom and even lost alot of units to conversions, Toronto and Vancouver are also tight markets with little to no new supply coming on. The problem goes beyond rent controls.
