When I went to Valencia a few years ago there was a lot of building work going on. My friend explained to me that Spanish regulations maintain that as long as the original facade is restored and maintained, you could do anything you like with the rest of the building. So whole buildings in the city are actually brand new ultra modern buildings inside with the old facade stuck to the outside like a veneer.
It looks great when it's finished, as the facades look like new, even though some are hundreds of years old.
