I'll posit a response. The guy who was quoted as saying approvals would take 18 months is a consultant on the project. He's correctly assuming that the project's approval process will likely start before the City can pass and implement their approval process changes. As it's unlikely that the city will switch a development to the revised system when it's halfway through the process, he's safer in assuming that the old process will apply to this specific project.
