I don't think it would make a very good picture (at least not with my camera) and a person would need a very clear high noon, without any wind, otherwise the glare will mess up the shot. The reason for no wind is so that the water will be relatively smooth, allowing the light to actually curve over it.
That, and it is bloody murder to get up onto a good vantage point... you do need a bit of elevation, even with the light curve to see all of downtown. Otherwise it gets eaten up by the horizon monster.
